Assam Cabinet Meeting 10 July 2024: In the recent Assam Cabinet Meeting led by Chief Minister Dr. Himanta Biswa Sarma, several significant decisions were made. Among them, the Apon Ghar Scheme has been extended to March 31, 2026, empowering state employees. Additionally, the government has made important decisions on child adoption and ensuring the seamless movement of merchandise goods.

Details of the Assam Cabinet Decision, 10 July

The following are the key Cabinet decisions highlighted in the recent meeting.

1. Fulfilling the Dream Housing

  • To enable State Govt employees to fulfil their dreams of building/buying a house, the Cabinet has accorded approval to the proposal for extension of the Apon Ghar Scheme up to March 31, 2026.
  • The Loan threshold limit will also be raised from the existing 15 lahks to 30 lahks with an interest subvention of 1%.
  • Till date, Govt of Assam has provided interest subvention of 596cr, benefiting State Gov employees.

2. Enabling Child Care

  • To ensure that adopted children, below 1 year, get proper care and nourishment, Cabinet has accorded approval to the provision of Child Adoption Leave of 180 days to female employees of Govt of Assam.
  • This decision is in with Rule 43-B of the Central Civil Services (leave) Rules, 1972.
  • This decision will benefit such female employees of the State Govt who adopt children below 1 year and ensure proper care of adopted children,

3. Ensuring Seamless Movement of Merchandise Goods

  • Merchandise goods make up a large portion of e-commerce business and to facilitate their smooth movement within the State, the Cabinet has accorded approval to Assam Transportation of Merchandise Goods in Stage Carriage and Contract Buses Scheme, 2024, and the amendment to Rule 67 of the Assam Motor Vehicle Rules, 2023.
  • This will enable easier transportation of Merchandise Goods in Stage Carriage and Contract Buses in the age of e-commerce.

4. Assisting Employees of Assam State Agricultural Marketing Board (ASAMB)

  • To rationalise manpower utilisation in Govt service sector, the Cabinet has accorded approval to a financial settlement schemer for employees of ASAMB
    1. 612 regular employees of ASAMB to be offered a Voluntary Retirement Scheme (VRS)
    2. A one-time settlement/gratuity will be paid to 147 Contingency / Fixed Pay employees of ASAMB.
    3. An additional 10% will be given on this package over and above the settlement amount as a goodwill gesture by the Govt.
    4. The total fund for the entire exercise will be 154cr, which will be paid the the State.
